Global Shield exists to advocate with governments worldwide to enact policies to better understand, prevent, prepare for, and respond to global catastrophic risk. We are building an international organization to educate and persuade national and international policymakers to reduce global catastrophic risk (GCR). We believe an all-hazards policy approach to addressing GCR can ensure governments are managing global catastrophic risk more effectively.
We are the world’s first international advocacy organization devoted to all-hazard global catastrophic risk.
Implementation of the GCRMA
Building upon the advocacy work of “Project Global Shield” to enact the Global Catastrophic Risk Management Act (GCRMA) in the United States, Global Shield is working to ensure the timely and effective implementation of this fundamental legislation to address global catastrophic risk.
The GCRMA was inspired by a warning and recommendation of the U.S. National Intelligence Council (NIC) in their 2040 Global Trends report that “Technological advances may increase the number of existential threats…that are difficult to forecast and expensive to prepare for but identifying potential risks and developing mitigation strategies in advance can provide some resilience to exogenous shocks.” The GCRMA establishes an interagency committee, under the leadership of the U.S. Department of Homeland Security (DHS), to conduct a comprehensive risk assessment of these wide-ranging globally catastrophic and existential threats. Using the outcomes of this risk assessment, DHS will work with U.S. state and local governments to improve the whole-of-government operational plans to provide for the basic needs of the U.S. population. In short, this law will help the U.S. government identify and plan for the “darkest possible days” that will affect national and international security.
