Global Shield exists to advocate with governments worldwide to enact policies to better understand, prevent, prepare for, and respond to global catastrophic risk. We are building an international organization to educate and persuade  national and international policymakers to reduce global catastrophic risk (GCR). We believe an all-hazards policy approach to addressing GCR can ensure governments are managing global catastrophic risk more effectively.

We are the world’s first international advocacy organization devoted to all-hazard global catastrophic risk.

It’s about vulnerability

GCR is not only dependent on the severity of the event, but also on how vulnerable our societal systems are to withstand the threat or hazard.

Vulnerable societal systems could include: political and governance systems; economic and financial systems; food, water, energy and environmental systems; infrastructure; health systems; and information systems.

Improving the resilience of societal systems can reduce the risk of global catastrophic threats.

The modern world faces unprecedented threats of a global nature – those that could originate from any part of the world, or those that impact the whole world. Global threats can have potential consequences that range from a single human to the multinational scale and from minor to catastrophic.

‘Global catastrophic threats’ are threats that may produce consequences severe enough to result in significant harm to human well-being and security on a global scale. The term ‘‘global catastrophic risk’’ refers to the collective set of these possible threats. 

Examples of global catastrophic threats include: severe global pandemics, nuclear war, asteroid and comet impacts, supervolcanoes, sudden and severe changes to the climate, and intentional or accidental threats arising from the use and development of emerging technologies.

However, risk from global catastrophic threats is not only dependent on the severity of the event–global catastrophic risk is also heavily dependent on how vulnerable our societal systems are to withstand the threat or hazard.  

For example, vulnerable societal systems can include: political and governance systems; economic and financial systems; natural resource and environmental systems; infrastructure; health systems; and knowledge and information systems.

Political action is critical to protecting against global catastrophic risk.

As the world’s first international advocacy organization devoted to all-hazard global catastrophic risk, Global Shield drives and shapes policies that reduce existential and global catastrophic risk. We advocate for policies that will either reduce the possibility of a threat occurring and/or reduce the vulnerabilities that could allow for a threat to become globally catastrophic.

As with other national emergency response programs, focusing on many hazards together can ensure more hazards have preventative and responsive plans, and they can be more cost effective to implement, especially for hazards that have lower likelihoods. As such, Global Shield advocates for GCR policy with an “all-hazards” approach, with the goal of ensuring the world is prepared to address as many global catastrophic threats as possible.

Global Shield is an international organization with headquarters operations for policy research, development and education about global catastrophic risk. The headquarters provides capabilities and support to national offices, as they open, that will conduct direct policy advocacy to reduce GCR in their respective countries.
