What is all-hazard global catastrophic risk?
Broadly speaking, GCR is the risk that any major threat or combination of threats will lead to catastrophic death across the world. These massive threats often include severe climate change, pandemics even worse than Covid-19, nuclear war and the resulting nuclear winter, impacts from advanced artificial intelligence, super volcanoes, asteroids, and more.
Although GCR is sometimes defined by the number of people who might die or the number of countries around the world suffering catastrophe, we don’t find those breakdowns helpful. We know there are threats that can have dire global consequences, and we want to prevent them or at the very least reduce the severity of a catastrophic event.
Moreover, we believe that, from a policy perspective, it can be helpful to look at all of these threats together, similar to the all-hazard approach that many governmental emergency programs use. In many cases, prevention or response to threats may be very similar — if the sun is blocked, how we grow food and feed people will be similar, regardless of whether the cause was an asteroid, a supervolcano, or nuclear winter. It can also be easier to allocate resources toward preventing or addressing a range of threats, rather than individually — NEED EXAMPLE. And many threats become more likely to occur in the presence of another threat — pandemics and war are more likely to occur as a result of climate change.

Why policy?
The biggest challenges facing the world over the coming decades simply cannot be resolved or reduced without government buy-in, support, and policy. This is especially true for global catastrophic risk, which will affect many countries and almost certainly require some international cooperation. Governments have the mandate, capabilities, resourcing, and power to manage the risks humanity faces.
Countries and people around the world are already dealing with enough deadly challenges. Our objective is to ensure governments have policies in place so that we can prevent or greatly reduce global catastrophic risk, and focus on the pressing matters affecting people today.

How Governments Can Better Understand GCR
Global catastrophic risks are objectively increasing–particularly due to the threats of advanced technologies, climate change, and weapons of mass destruction. Governments are beginning to understand the severity of these threats, but political action is still lacking.
